Statement on the recent use of force by Merseyside Police

We are deeply concerned by the treatment of an unidentified individual by Merseyside Police on 3rd August 2025. During the police pursuit of the person on Hillfoot Road, Hunts Cross, Liverpool, an officer tackled the man to the ground. While the man lay face down and was restrained by the officer, a second officer proceeded to kick the man four times and punch him twice. A witness has told the press that the ‘officer chasing the fella got him to the ground and pinned him down, then I could see the police officer arrive and he just volleyed the man in the neck and punch him in the back’.

This incident raises serious questions about the use of disproportionate force by Merseyside police officers. Home Office statistics show that in the year ending March 2024, Merseyside Police reported 14,886 total use of force deployments. In its most recent police effectiveness, efficiency, and legitimacy report of Merseyside Police, His Majesty's Inspectorate of Constabulary and Fire & Rescue Services noted that Merseyside Police’s use of force is increasing and that officers appear to be under-recording their use of force. The College of Policing is clear in its professional practice standard guidance that police use of force must be reasonable, proportionate and only used as a last resort where non-violent alternatives remain ineffective. It is apparent that the officers involved failed to meet the threshold for police conduct outlined in policing guidance as one officer kicked and punched the man while a ground restraint was already in place, appearing to constitute serious assault.

A thorough investigation must be conducted to find out why this was the case and appropriate disciplinary action is taken against the officer involved. It is crucial that these steps be taken to prevent such incidents in the future and restore trust in the police force, especially in light of the strikingly low levels of trust and confidence in the police. We hope to see transparency in this process and accountability for the actions taken.
